E-4 candidates (with the exception of PRISE-R) will not participate in an exam but will be given the opportunity for advancement using an alternative FMS rank-order method, without the inclusion of an exam score from a proctored exam. E-4 PRISE-R, E-5 and E-6 candidates will be administered NWAEs in August per Ref (a). All candidates serving on voluntary recall, mobilization or as Canvasser Recruiters (CANREC) will compete for advancement as a SELRES. For candidates eligible for advancement to E-6, calculate the Reporting Seniors Cumulative Average (RSCA) PMA, as outlined in Ref (d), using evaluations in the current paygrade of the candidate with the ending date that falls within the time period 01 August 2019 to 31 July 2022. Refer to Ref (d) and paragraph 308 of Ref (a) for additional guidance on RSCA PMA and PMA including guidance on establishing PMA for new accessions that have graduated from *A* school and do not have a current eval. For guidance on establishing EAW user roles and completing worksheets, refer to Ref (e). EAW is mandatory for Cycle 111 and will be the authority for PMA, RSCA PMA and awards. PMK-EE is mandatory for all Cycle 111 candidates competing for advancement, even if no NWAE is being administered, and must be successfully completed once for the exam paygrade. E6 EP TIR waiver candidates are not exempt from completing the PMK-EE requirement by the deadline. Commands must identify candidates early and Sailors should be completing PMK-EE requirement to be eligible for participation ahead of an advancement cycle. The PMK-EE completion deadline is 30 June 2022, in accordance with Ref (f). No Sailor competing for advancement shall be permitted to participate in the advancement cycle without having a completed PMK-EE for the exam paygrade. Beginning June 15, 2022, Microsoft will begin removal of their Internet Explorer (IE11) web browser in favor of Microsoft Edge. The sunsetting of IE11 necessitates a number of settings changes to the Microsoft Edge browser on your NMCI workstation. BUPERS CIO issued guidance documents to assist NSIPS/BOL customers in setting-up their NMCI Microsoft Edge browser to open and use Adobe PDF documents associated with Navy Personnel Command Document Services. The purpose of this NAVADMIN is to implement key force management personnel policy actions in the enlisted active component to ensure the Navy remains fully manned and operationally ready. Effective immediately, all enlisted early out programs and new time in grade requirement waivers are hereby cancelled. Service commitments such as enlistment contracts, service obligations for accepting permanent change of station orders, advancements, bonuses, training, etc., will be fulfilled. Service members experiencing difficulty in fulfilling obligated service requirements are encouraged to work with their chain of command and respective detailers to examine available alternatives to complete their obligation. a. Commanding Officers still retain the 90-day early out authority for policy outlined in Refs (d) and (e). b. Service members previously granted approval will not be affected by this policy change. c. Service members interested in pursuing commissions in the Navy are still encouraged to submit requests. As always, these requests will be considered on a case by case basis. d. United States Space Force applicants are not affected by this policy change. Delaying separation or retirement. The Navy is accepting applications from enlisted personnel who desire to delay their separation or retirement. The deadline for application submission is 31 August 2022. Service members with an approved separation or retirement date on or before 31 March 2023 are eligible to submit a request to their detailer to have their separation or retirement date delayed and projected rotation date (PRD) extended, up to 30 September 2023, if the billet they are in upon submission of the request will be gapped upon their departure. Requests to extend beyond 30 September 2023 will be considered on a case by case basis for expected gaps in operational billets. F.
